Mauricio Pochettino is said to be an admirer of the midfielder and Tottenham have made a transfer bid on his request.
Ceballos has been vocal about wanting more first-team football at the Bernabeu.
He could only manage 19 starts in all competitions last season despite Los Blancos enduring a torrid season.
“I’ve always said I have four-year contract with Real Madrid, but it is true that I’m happy playing football,” he said last week.
“That’s when I feel important in the field and with confidence when everything is much easier.
“The next year I want to play 40 games and aspire to win.”
